My boss cut my hours for someone else....TWICE!!!

I'm a security officer and have been working for this company for two and a half years now. I have been tossed around by this company but have always retained my forty hours. About five months ago I started working at a new site and was promised forty hours by the area manager. I worked at the site for one month and the supervisor gave one of my days to another worker that has only been with the company for four months. The only explanation that I received was that the co-worker asked for it prior to my arrival at the site. So I was knocked down to thirty two hours. I didn't complain and took it with a grain of salt. Recently a four hour shift opened up and my boss gave it to me. Two weeks later he gave it to another employee. When I asked why he did this he said that the co-worker needed the hours. I expressed to him that I too needed hours (my forty). I'm definitely going to the HR department and seeing what they have to say about this. Its a clear case of favoritism.

Response from Carl: Hi Kevin. It sounds like you already know your first step (speak with HR) since you've already spoken with your boss and didn't get a satisfactory answer. Sometimes it's a case of the squeaky wheel getting the grease i.e. your colleague told your boss he needed hours so your boss simply took them from the quiet guy (you) and gave it to the complainer. Not fair, but sometimes that's how managers deal with conflict. I don't know for a fact this is the case but that might be one answer. You have however let your boss know you're not happy with this situation so good for you for standing up for yourself.
