It's who you know..not what you know

I work for a local Government in my area and will leave it at that. I have worked for this company nearly 22 years and have watched people climb over me with little service as 4 years. Even this person who got promoted was surprised, but why be surprised when you're asked to apply for the position by the interviewers who asked nobody else to apply? There was another case when one person was being sent to special training classes that others didn't get to attend except for the upper management personnel. Naturally I and others knew this person was next in line for a big promotion and sure enough it happened, I have watched this type of behavior from my company for years now and see no end in sight to this. Bottom line is, It's who you know, not what you know.
I guess you can call it the Good Ole Boy System.
