greedy, promoted and tolerated

I work at an automotive dealership, where there are different levels or qualifications achieved by us throughout the years, however having all the credentials do not make the difference here, our team leader in charge of dispatching work orders, feeds himself with easy work and producing an exagerated amount of hours (flat rate hours) meanwhile we have to do the harder, more chalenging work, and at the end of each week, time sheet reveals him with 10+ hours more than some others that worked their behind off. Management have seing this for a long time, permiting him to be second after God! Throughout the 14 years that I've been there, several good technicians had come and gone due to this and it burns me and others our inhability to do anything about it.

What can I/we do? I don't want to place a knife in my own neck by bringing it to the manager's attention like othes that are no longer there (managers knows it) Who do I go to or what should we do?

Well you've been with the company long enough to see how they operate and it seems that you've already realized that saying anything about it might be a career-limiting option so other than looking for a new job, what other options exist? You don't mention if you have a union or HR/personnel department that might be able to help so assuming neither of these two options are around to help I'm not sure what else there is to do.
