Doing what he wants

I have worked for this paper mill for 4 years now. The assistant Foreman does what ever he want and tells everyone that he can do what ever he wants. He also calls in sick all the time for the past 4 years. Last year he missed 45 days and nothing was done about it but a slap on the hand. From the start of this year he has missed 12 days in 4 months. When ever he doesn't want to do the job at hand he will say I have been here long enough I dont have to do it and the boss will not say anything to him at all when someone else complains about it. I am very fustrated about this and do not know what to do please help.

Response from Carl: Thanks Jason. What if the guy had a medical problem no one knows about that might explain his absense? From what you mention, he seems to have an attitude about it and just doesn't show up to work and that might very well be the case. However, in your note to me you don't actually say why this is bothering you or frustrating you so much? Is his constant absence directly affecting you in some way. You didn't say.
